Because if their distro doesn't provide up-to-date versions of mono, there's always a reason for it. Take in account that there are many mono-based apps in the distributions which need to be tested against the new versions, and sometimes mono regressions hold packagers back (so they prefer not to package some new version until the regression has been fixed).
