I can't decide this, but I think no. Mono and Portable.net have different goals, I think: Both are very important. mono tries to improve opensource software development. dotGNU (not only Portable.net) has another goal: Microsoft has some plans with .NET (not only Framework) that are not good for the user: centralized Passport for example. dotGNU tries to do something against these things, too.
