Code reorganization to reduce number of modules linked into unit tester (8/n)
Move declarations under #ifdef BUILD_UNIT_TESTS in roster_delta.hh
and roster.hh to a new file roster_tests.hh. Move the code in
roster_delta.cc that was under #ifdef BUILD_UNIT_TESTS to the
BUILD_UNIT_TESTS block of roster.cc. roster_delta.cc now need not
be recompiled for unit testing.
