I think you are mixing -dev and non-dev packages. libbotan1.7-dev doesn't depend on any other -dev package. While libbotan1.7 very well depends on libssl0.9.8 (but still not libssl-dev) (on lenny, that is). On squeeze, I'm able to compile monotone (c2d9a013..) just fine without having libssl-dev installed (but with libssl0.9.8).
