My CB hangs down a half inch or so from the trunk, while on the trailer, but I attribute that to the weight of the board actually compressing a section of the rubber roller. When the boat is off the trailer you can actually see the groove the CB has cut in the roller. I don't mind that too much while the boat is being towed. I'd rather see the weight on the roller than hanging from the pendant and the small clevis that holds it. Enough stress there over the long haul could cause it to fail when on the water. It's not something that is easy to get at to inspect.
