Rusty, Even with the shallow lockers, that keep water out of the inside of the boat, do you want to loose your eyeglasses, camera, Rolex watch, wife or girlfriend's diamond ring, car keys, and wallet because you didn't have a latch on the lids?
Keep things closed that are meant to be closed, and don't let them fling all their contents into the ocean when you have your hands full with a cockpit full of water; a main sheet that is jammed; and you are heading for a lee shore................ If your sail lockers are locked, that is one less problem to worry about................. and their contents will still be all there when the panic has subsided. .........scrambled maybe, but still there.
