George, I have this setup on my 1993 M-17, got it from Jerry that way so without looking I dont know how it is attached. I like the setup, the 17 has a deep port locker and once I leave the slip I always keep it locked. first rule keep the water out, I just take what I need before departure. The starboard locker is shallow and closed so it doesnt mater if its locked or not, water cant get below. I just store some extra line in it.
