I believe your mast to be 23ft in length. As for going aloft, If you sent up a 
mechanically inclined small child I think
it would be ok, otherwise it would be quite a circus balancing act.
the mast is of a manageable size so un-stepping an stepping are the best ways to get 
things done at the mast head.
