I stick my M15 CB from bouncing on the bottom
frequently as well.  I have drilled a 5/16 th hole 1/2
inch in front of the pennant hole. It requires a long
drill bit to go through the teak in front of the
bridge deck and through the splash guard and.  You can
then insert a 1/4 inch rod and push the board down if
it is not stuck to bad.

1/2 the time I have to hop overboard and dive to it. 
It takes a lot of wiggling to get it to drop.
