Here's a time-proven strategy for getting a spouse to sign off on boat 
expenses: present every piece of new gear you want to purchase as a critical 
safety upgrade.  Without it you could die!  This strategy works only if your 
spouse does not actually want you to die, so you have to pay attention to 
timing.
