i would not run the M15 on a short-shaft.
i have a long-shaft honda 2H and i've been in conditions where i did
cavitated a few times. these were all in south puget sound. as i could keep
things in-hand by moving my body closer to the stern (caused more pounding of
the bow) and had some seaway to motor a bit off the wind i was able to do OK.
if i had a short-shaft motor i believe i would have been in a pickle of
situation as i wouldn't have been able to make any headway against the wind and
tide.
i single-hand ... if i go to the bow the motor is cavitation center (i'm at
220#) with my long-shaft.
