Now see, this is what happens when you buy a Montgomery boat and start using it 
without ever watching another owner set theirs up!

Wow I feel dumb and dumber.  We both have scratched our heads over the hole in 
the rudder at times, and also we have made comments to each other about this 
weird strap and cleat on the transom.  I sorta assumed it was for hanging a 6 
pack of beer in the water to chill or something.  I even removed the line 
hanging from the cleat after it fouled the outboard prop one time.

2 + 2 = 5
