I had a problem with a stuck cast iron swing keel on my boat(M23), and  oddly 
enough, when we initially removed the boat from the water it went up and  
down just fine. After being out of the water for a couple of weeks  the swing 
keel was pinched in there so tight that it was a real bear  to get out. In my 
case the problem was that the slot in the keel trunk had  narrowed up due to 
rusting ballast inside that swelled when exposed to air. Not  saying that this 
is 
your problem, but it might be something to look at. I  wouldn't have thought 
your barrier coat and bottom paint should make  it fit that tight.
