The reason why any grading system and/or terminology is in the eye of
the beholder.
Far simpler to detail defects.

   Beautiful near Mint plus condition.  Never
   Circulated.  It has a small tear at the tip of each

Am I crazy or is a poster with tears, even small ones, not
"near mint", let alone "near mint plus"?
