I doubt that Sue Heim needs any testimonials, but just in case...
I just received a half dozen frames from her, and they turned out
great. I ordered a variety of sizes, including odd sizes for my
advertising posters. I had her add matts to most of my frames. I
don't think she mentions matts on her website, but she can provide
them in a variety of colors.
My only complaint is that I don't think she currently ships frames
for 24-sheet posters.
