The slow readers in silent reading tend to be the slow, labored readers in oral reading. They may all read at a somewhat faster rate in silent reading, but the readers who labor in oral reading tend to be the same ones who labor in silent reading. There are norms set for that too...I know the QRI 4 has them. The ranges are wide to allow for students to adjust their rates when they meet challenging texts.
