Yes they need intensive instruction, but they should not be taken out
of art, music, PE at least not completely.

I agree with the fact that if a child is unable to read by the 3rd grade then the child should be taking out of extra curricular activities for one year in order to catch up on the reading instruction necessary for the child to be successful.
