I had a kindergartner with the same problem. I started playing High
frequency word Bingo with him. He learned the words to win the game.
He had to say the words and find them on the bingo game card. For
some reason he was more motivated to play the game than spell the
words for a test. I never figured out why but it worked. 8 new words
at a time
