We really like the Scholastic Reading Inventory but there is expense involved and would probably need to be a schoolwide purchase. We use the scores to compile our data wall and get the students involved tracking their own progress. If that is not possible, we used the Scholastic 3-minute Assessment before we got SRI. It is very inexpensive, gives a pretty reliable greatest area of need and is user-friendly. The downside is that it takes 3 individual minutes per child.
