The suffix arrays for hierarchical model requires Adam Lopez's SA
implementation from cdec.

That's been changing quite a lot so it's no longer compatible with Moses.
So I have maintained the Moses side of it.

If you have Adam's SA code working again, I can certainly update Moses to
get it to work
