I just want to put this out there to get any opinions. This happened in the
middle of the night while I was sleeping.

1) Chinese IP camera with a varifocal lens that can be adjusted through a
web browser.
2) The camera is plugged into my router and supposed to be blocked from
accessing the internet.
I copied this from the router.
Block access to the Internet services from within the LAN.

You might check if there are time restrictions associated with the filter and
you should also review any UPNP settings too.
Another technique would be to try giving the camera a static IP address - but
without seeing the default gateway.

UPNP is on - WPA2 with a strong password, I didn't see anything active or
inactive that wasn't supposed to be there. The camera is wired with a
static ip address and the http/rtsp stream has a login and password that I
made. I did change the gateway to the computer that is monitoring the
camera instead of the router. How would somebody find this camera, adjust
the lens and put it back exactly where it was? What protocol should I be
monitoring coming from the camera to see if it is sending something?
