It almost looks like the camera firmware may have restarted/reset and that
may be part of the initial process, though I would have thought it would
have had to reconnect, though I think motion may handle that
automatically. Or there may be some timed process doing a self-test of
some sort.
You never really know what sorts of stuff that is put into the firmware to
run random test at random times.

I see one brand of my cameras do this every few days, resetting the
lens, (usually when changing from 15 to 10 fps at dawn/dusk.)
But yours also changed the zoom, and was slower.
Key detail I see, is the zoom position at the end is the same as at the
beginning, which would be harder for a person to do.
Keep an eye on it, if it repeats after changing the gateway, you'll have
an answer.
