I saw what appeared to be a flock of 20 Lapland Longspurs at North Mississippi 
Regional Park in North Minneapolis.   Everything fits except that these guys 
have mostly black napes, not the rufous most often seen in pics and field 
guides. Anyone seen this variation before?  I did manage to find one pic online
