Mozart-Oz tutorial refers the OPI and many examples needs to use of OPI. OPI is for writing Oz programs and must support national text! In other case it is hard to write applications wich do string IO. Right thing is to fix charset problem in the ozc, ozengine, oz.
Well there is no real bug as far as I can see. It might be a bit inconvenient, due to the nice Windows feature of having different charsets for console and gui applications. Unless you take the time to understand what applications use what charsets (and as noted by others here, you may actually change console codepage), you won't get far.
You may consider using some kind of Linux, of course. Or, better, you may consider investigating how emacs calls ozc and adjust the codepage at that point.
