Unknown issuer

HI!

Any reason why an issuer name of a certificate is not displayed if
the issuer is unknown in Mozilla 0.9.2? This is annoying since the
user does not have any clue where to dig around for the issuer's CA
certs.

BTW: I saw this behaviour with some CA certs in Netscape 4.x too.
