I know the old 4.x theory was if the issuer wasn't verified, then it was 
'misleading' to display the value (I create a certificate claimed to be 
issued by VISA, but isn't). I thought we had changed it in PSM, but 
evidently not. Please write a bug on this in mozilla and assign it to 
PSM. (We still have to clearly show the issuer isn't verified, but this 
isn't the first time it's prevented diagnostic work on certificates).
