The problem with CRL DPs is the patent issue.
Who owns the patent or patents? Do you have a reference?
I think it likely that CRL DP support will be implemented as a plugin for NSS, where the plugin will not be open source nor freely available while the patent remains.
It could be distributed from a country where the patent was not valid. At least then the rest of the world wouldn't have to suffer.
