I had the same problem:
for resolve it
in mozilla/dist  create include/nspr
copy mozilla/dist/Linux...OBJ/include on include/nspr
rerun gmake
and its ok

Here's the deal, I'm trying to compile the LDAP cSDK from Netscape;
the most recent cvs downloadable version..
And everything works fine with NSS & NSPR; but the build according to
http://www.mozilla.org/directory/csdk.html doesn't work like it's
supposed to..
