Depends on whether it's in the wiki or not. :)
If it's in the wiki, then yes, it should be /{lang}/foo. If it's not in the wiki, then it should be /foo with file extensions as required by http://developer.mozilla.org/about/meta
Sorry to disappoint you here, but if we really end up with some portal-like wrapper, that engine will dictate the URI scheme again.
I think we lost the "good uri scheme vs some shrink wrapped tool" battle.

PS: content localisation is not yet implemented in drupal, IIRC. Template localisation, yes, content, no. Should end up like it did in the wiki, parallize the efforts and interconnect them by hand.
