He, and I, have a problem with an HTML editor that insists that its valid HTML output is the *only* valid HTML for the page. A tilde is not required to be escaped;
Maybe I misremembered this and it's one of those characters that are on the "optional" list.
<b> and <i> are nondeprecated elements of HTML 4.
So choose the non-CSS option.
