There is some very limited form support. Some of the controls don't let you click on them properly, and others let you summon a properties dialog but that doesn't work, which is why those dialogs aren't normally available...
I downloaded v1.7 in expectation of finding a FORMS toolbar option, but there isn't one there! Can't find anything in the menus either.
NVU has a forms toolbarbutton, although the dialogs have the same issues
as they do in Mozilla.

Only for existing form elements or those inserted using Insert->HTML
(which is currently the only reliable way to edit form fields) can you
select the element and use Format/Properties.
