WinInet can change Windows' proxy settings which are used by IE but the Mozilla ActiveX Control doesn't use them. You need to set the proxy settings in the file 'Control Dir\greprefs\all.js'. You can do this from your app but I don't think the change will work until the control is restarted.
You may need to change all the settings starting: network.http.max-persistent-connections-per-proxy network.http.proxy network.proxy
I'm not sure what they should be set to because I don't use proxies. If you use Firefox or Mozilla go to the 'about:config' page and you can find your proxy settings. (This works for the control but changes aren't saved.)
