I reported this as bug #319970, which turns out to be a duplicate of
#253851.

Supposedly I can fix this by setting the preference
layout.fire_onload_after_image_background_loads=true - but this was
added in Mozilla 1.8.  Is there any other approach I could take now
using Mozilla 1.7.x?
