So, following the guidelines of section 15.1.4, you are suggesting that 
the UA-string not include a language identifier unless the user 
explicitly permits it?  I can agree with that, but I am still confused 
about the original message in this thread... bug 58034 doesn't seem to 
justify the point.  Can someone clarify this?
