Well, actually if you think about it they didn't write 4 new operating systems. 
98 was an upgrade of 95, SE was just an update on 98, and ME is just an upgrade
of that.  Sorta like they made 98, 98.1, 98.2 and 98.3.  if the 4th you speak of
is Win 2k then I would say that's pretty good, as i hear only about 15-20% of
the code was borrowed from NT 4
