This is a fine goal, but I suspect it's not something that's entirely
realistic for the next x months. Perhaps more doable would be "freeze
as many APIs as we possibly can, but make sure all APIS have their
status documented in the IDL file" (I think valeski started doing this
with a bunch of the embedding APIs).
