I'm very curious about the reasons behind that attitude. mozilla.org
doesn't say that layout engine testing should be done individually by
other projects. Rather, mozilla.org encourages layout engine testing
inside the Mozilla project itself. Why is usability different?
Why can't a usable UI be a "technology" developed inside the Mozilla
project itself?

Doesn't the second sentence contradict the first one?
Releasing Mozilla 1.0 as source only would be *very* rude towards people
who have spent a lot of time doing testing/QA/documentation/UI
design/XUL/JavaScript etc. but are unable to compile the whole thing.
