Yes, we plan to have a string freeze for a period to enable that to happen.

I don't understand the question. When you get a new Mozilla, you get a 
matching language pack. That's always been the case.

Oh, I see. We are not planning to make it possible to update only small 
sections of Mozilla. That technology's just not there yet, and it's 
really difficult.
