 From what I understand, they present pseudo-arguments.

You can autenticate clients using client certificates. It is implemented 
in Mozilla. If you have one, you can test it at SSL test sites.

If you are real thing to do it to complain about that fact at your 
goverment. If the government partners, of course MS will try to lock out 
everybody else.
