neither is possible currently. but it's frequently requested, and will
probably become possible in the future...

junkbuster has known issues with mozilla anyway (not impossible, but
better to avoid...)

if you use in your hosts file the IP of a real web server (preferably one
local to you) instead of 127.0.0.1, then mozilla will not get a refused
connection (it will get a 404 error from that server) and you won't get
the popup.  you could even run some kind of web server on your machine
and then leave it at 127.0.0.1.
