Interesting, how is that requirement different than what is required to
get a prompt when SSL Client auth is required?  In that case I do get a
prompt and it works fine.

Your server must be configured to send a list of the names of the CAs
that
it trusts to issue client auth certs.  Mozilla will not prompt you if
you
have no certs issued by any CAs in that list.
