Yeah, that sounds right.

Do you know if there is a similar scheme for XPCOM components as there
is for plugins. That is, a scheme whereby the component can be installed
prior to the browser, but still work with the browser if the browser is
installed later?

I'm not aware of such a thing. That doesn't necessarily mean it doesn't exist, though :)
