You can also use the free DJGPP (MSDOS version of gcc), and
LAME now includes a README.DJGPP with directions including
where to get DJGPP.  

Borland's C++ compiler is also free, and LAME should compile
with a few modifications.  Anyone out there who has gotten
this to work interested in writing README.BORLAND?
