[MP3 ENCODER] --voice Modus

For <= 56 kbit/s Voice-Mode of Lame always sounds better than the normal
mode. I've tested several kind of music and also spoken words.

So there are 2 questions:

  * Does voice mode become standard for low bit rates?
  * What makes voice mode (it's not IS, it also works with mono)?
  * is IS for lame planned?
