[MP3 ENCODER] Why no mp1/mp2 files with mpg123?

Hi,

The author of CoolPlayer (win32) is considering to put in mpg123
instead of the xaudio decoder. http://www.daansystems.com/coolplayer/

Downside is that it does not decode L1 and L2?  Why this restriction?
