I saw his point being that calls for strict enforcement of laws can
and should cut both ways. If we are to strictly enforce laws on the
poor communities, we need and should do the same on non-poor
communities. The non-poor are as guilty of committing crimes as are
the poor.
And I am glad it did not make you smile, but I am saddened that it did
not make you think. I was saddened when I thought of the inherent
hypocrisy of the many calls for greater law enforcement in "problem"
neighborhoods.
