allowed (even encouraged).

         I believe there are businesses that specialize in putting up signs 
for you, including these illegal type of signs.  It would certainly be an 
improvement if they were prosecuted.

         Doesn't matter.  They all have identifying info on them -- at 
least a phone number.  And the phone company has a process where they will 
collect charges applied to a phone number (that's how  the 1-900, 976-, 
10-10-321, etc. billing is done, mostly.
         So how about a procedure like that used for residents who won't 
shovel their sidewalks or mow their lawns -- a city crew does it and the 
cost is applied to their property tax bill.
         So for these signs the City could have 1 or 2 people assigned to 
go around and take down these signs, and for each one removed, apply a 
charge ($100-$150 seems about right) to the phone number listed on the 
sign.  Collection would be done automatically by the phone company (for a 
fee).  Given the large number of these signs that I see, it should be easy 
for this crew to bring in enough to cover their salary -- heck, they might 
even make a profit for the city!
