Holle Brian mentioned a local EQB (Environmental Quality Board) which in
my humble opinion is a rubber stamp group.
New York city has an environmental organization that might be
interesting for those looking for ideas to examine:

We borrowed Code 4 strategies from them, maybe we can look at other
ideas as well.
