I think one more BIG, BIG reason for the (over) use of TIF is so the
developers do not have to negotiate a price with the property owners. Then
get the municipalities to use eminent domain laws to condemn the properties
so the developers get the property even if someone doesn't want to sell.
They don't even have to negotiate.
