On the other hand, women comprise 51% of the population and could, theoretically at least, have tossed the women out of office four years ago and eight years ago. Too, when the council was predominantly male, the spending could have been charcterized negatively as well. Which gender predominated, for example, when the council planted a K-Mart in the middle of Nicollet Avenue? Also, it was an all maale governing body which worked to get the feds to pay for St. Anthony Falls getting skirted to keep the falls from going out and that was solely for the benefit of rich guys (millers) as well. Then the names were Franklin Steele, Pillsbury, Crosby, Washburn, Eastman, etc.
